The good news is that a city yard needs less water than people expect: in a courtyard, a single well-placed feature fills the space with sound and completely changes how the property feels.

Courtyards, rowhomes and limited footprints
For a typical rowhome courtyard we usually recommend a disappearing waterfall or a fountain. Both hide their reservoir, need very little floor area, are safe with children and pets and mask street and neighbor noise. Where there is a bit more room, a patio-side koi pond works beautifully, especially when it is built right up against the seating area so the fish are at eye level from a chair. Coordinated paving and seat walls usually do as much for a city yard as the water itself.
Access, historic districts and city logistics
Much of our Philadelphia work is hand-carried through a house or down a narrow alley, which we plan for in the estimate rather than discovering on day one. Historic districts and some neighborhood associations add review considerations for visible exterior work. Most residential water features do not require a permit, but properties near floodplains or wetlands, or larger installations, can trigger review, and we do that research up front.
